Ongoing issue with NPC dialogue not working

I'm at my wits end trying to figure out why the statue of mara in live another life speaks her line but wont' actually engage dialogue, couriers run up to me to tell me they hae something, then just stand there frustrated ,etc.

I'm posting my load order in case someone can help me diagnose the issue. I've re-added things like guard dialogue so you can see the full list of what I can juggle around or add/eliminate. I've alread ytried systematically going down the list disabling things. I'm out of obvious culprits.

guys I still need help. The issue is ongoing and seem sto affect custom NPC's, and dialogue boxes that pop up for stuff (like when wintersun pops up asking what god you want to follow)
