Fire sources weird "Glow" effect

Hello everyone. Im not sure if this problem comes with vanilla skyrim SE (cause i remember these fire glows when i first started vanilla SE and thought this was just some visual effects that bethesda thought it would make the game look prettier) or if maybe one of my mods caused it.
its this effect, that im not sure what it is called ( i call glow for now) that haven't been bothering me too much, until i summoned a flame atronach at night.

As you can see, there is this weird glowing effect from fire (kinda looks like a lens flare effect) that as stated before, im not 100% sure that is from vanilla skyrim SE.

not only on flame atronachs, seems like every fire source (torches, flame spells, fire pits etc) have this weird glow, and i can't figure how to fix it.

 

I tried the Ultimate HD fire effects mod from PhenomFazMFQ, tried a mod called Embers, that helped a little but didn't quite fix it, tried mod/fix called Reduce fire/torch/candle light, that did nothing for me.

 

Does anyone know how could i fix this issue?

Btw, i am not using any kind of ENB and the only visual mods that could be affecting it although i don't think so, are vivid weathers, static mesh improvement mod andRealistic lighting overhaul.
i can upload my load order somewhere if needed (and if i discover how lol).

Looks like lens flares to me. Try running the SSE launcher (NOT skse_launcher) and go into advanced and disable "Lens Flare". If it gets rid of your problem, then you can try enabling it again to see if it's any different from before (someone mentioned that they fixed it by turning it off and then turning it back on).

 

If that's not it, then are you using anything like ReShade or SweetFX?
