Impossible to force an NPC to attack another?

I remember back in Oblivion where you could pick a reference of an actor in the console, type startcombat and then type in another actor's refID, the former would start a combat with the latter, or vice versa. In Skyrim, however, no matter which combination I enter, everyone nearby will start attacking me as if I committed a crime.

 

I know a viable option would be the old Frenzy spell + invisibility potion trick, although I prefer the easiness of using the console.

Open Console

Click on desired NPC to display Ref ID number.

Type "setav.aggression 2" (3 is Frenzy)

Repeat for the second NPC.

 

As for your "Invisiblity potion", I suggest moving away from the conflict area and go into stealth mode. Type "TFC" and then "SUCSM (+ value)" to move your camera to the conflict area.
