Homes Not Purchasable

I understand this is a rather loaded question, because we all know how well house mods play together. However, I'm having an issue where the option to buy a vanilla house is not showing up in the Steward's dialogue. At first I just figured it was Breezeholme acting strangely with one of my mods, and after a little bit of tweaking, decided to cut my losses. But now I cannot purchase Proudspire Manor or Honeyside. Do any of you guys know of a mod right off the bat that can make this problem occur? Most of the house mods I'm using, I've used before, and any of the new ones weren't active when I originally had problems with Breezeholme. I'll work on getting a list up later, but for now, does anyone have a guess? Thanks~

It's actually the other way around, you need to purchase the respective home and help the citizens to become thane.

 

But in other news, I basically made a clean save with only a few mods active, all of which were either texture/weapons mods, and I am still unable to even get the choice to appear. I've noticed I cannot get the "Is there anything else you need, my jarl" (paraphrased) option to appear either. Harumph! :(

Well, after some heavy lifting (I disabled ALL mods AND Dawnguard/Hearthfire) I still cannot purchase any of the homes. This is very frustrating. I've managed to get the "Anything else you need, my jarl?" to appear, but it doesn't open up the option to buy a home. :/
