Trouble with getting dawnguard to start

Hey everyone, I've already searched the forum and I couldnt find any problem similar.

I've downloaded a dawnguard mod and used the nexus mod manager to make it active.

But once I start skyrim , guards do not talk about vampires.

I have a character over level 10 and I also tried a new character wich I leveled up to level 10 and still nothing.

Once I quit skyrim and open the mod manager again, the dawnguard mod is unticked.

What am I doing wrong? should I keep the mod manager running while playing?

Your game needs to be updated to the current version. Is there a reason you do not have Update.esm immediately after Skyrim.esm?
