Config files (inis) for mods

I have some skse mods that have ini files for their dlls. I too would like to have a config file to store some variables used by a script of mine but no dll is involved. Is this possible? Would it be skse only? I've googled but found nothing about ini files that set their own custom variables, let alone how to read such! You can have an ini file for an esp that changes Skyrim.ini values but that's not what I need.

If anyone knows of documentation I would be grateful for a link or two.

PapyrusUtil (nexus link) is capable of using the JSON format to store information. If you use it, it will be required that the users of your mod also download and install it, but it's really not too much to ask because they don't need to directly interact with it for your mod to work.

Okay, that's interesting thanks.

Is it the case that mods such as More Informative Console or Keyboard Shortcuts Fix which have ini files in the skse folder can only access them because they are dlls?
