vortex "mods have been changed on disk" and vortex adds a filed to my mod list and disables updates and metadata.

Well, are you using Windows Defender?

 

If so, try turning off "Controlled Folder Access"

 

Also, Vortex has NOT been "programmed to lie", what would be the point of that?

If it was truly programmed to lie, then almost every thread in these support forums would be saying that.

So far you're the only person who is claiming that.

Vortex is verbose with what it tells you.

 

Vortex could be referring to another program that has deleted or changed the mod, such as opening it up in Xedit, and editing a few parameters in the ESP.

 

What file was added to the mods folder?

 

Also, WHERE is your Mod Staging Folder located, give me the path.

Where is your Downloads folder, give me the path.

Where is your game installed, give me the path.

 

okay it seems to have remembered how to work. weird. don't know what I did.

 

vortex cannot "remember how to work". It's a computer program. It has no human behavioural traits.

i have done a uninstalled both the game and vortex multiple times now trying to solve the issue, yet it continues to insist that I have uninstalled mods outside of vortex, which I have not.

 

When you unistalled Vortex and Skyrim SE, did you also delete {USER}\AppData\Roaming\Vortex, the Skyrim SE folder in {USER}\AppData\Local, and the Skyrim SE folder in Documents\My Games??

 

Ah I did delete the app data local, but not roaming, so that might be where my problems have come from.

Try deleting the AppData\Roaming folder. Also, before re-installing Vortex, make sure your Skyrim SE game folder is squeaky clean and contains only vanilla assets.
