Vortex says mods enabled but when entering game none of them work

I just recently started using vortex to mod Skyrim special edition I have installed all of the mods on this list https://eso-ui.com/skyrim-se-high-end/ and started a new test game and all mods worked. So I decided to add a few mods mainly the ones on the same websites Armour list. Vortex says that all mods are installed and enabled but none of them work in game. I've tried deploying them again and I've tried reinstalling them but still to no avail. All of the solutions I could find really just told me to try and deploy them again. Or use a different mod manager I using NMM but i still prefer Vortex. Any solutions?

Are you running SKSE?

 

Have you made sure you're downloading the mods for SE and not Oldrim?

 

Does Vortex affect the mods (enabling and disabling) what you already have working for your modded game?

I am running skse and I have made sure they are for SE one of the mods I am using to tell if the mods correctly loads is authentic legion which is in the SE mod manger in game I am also using alternate start because I'm am tired of going through helgen it also does not affect my currently working mods

I fixed it by changing the load rules and then restarting my computer for the 9th time
