Just make one under the Data folder. Yes but then what? I made ArchiveInvalidation.txt in Fallout 3 folder but I dont have the mods in game still. If it's just textures, just make sure they're in the right directory, update the archive invalidation, and make sure you have bInvalidateOlderFiles=1 in the ini.
