What's causing FPS drops in certain areas?

I'm just trying to piece together why i'm getting crap FPS in certain areas and at the very least would like to understand what's causing it and WHY. Certain areas in the Markarth area, West of Rorikstead. I actually thought SFO was the cause, but i've thinned down the grass and it helps a lot. I can't really think of anything else other than conflicting mods? But even then, it'd have to be graphics related, no?

 

4GB 960 at 1342Mhz ought to be enough for Skyrim LE. Even modded.

I could give it a shot, although again, I'm unsure of why it would be such a big deal? I monitored VRAM usage and it never gets close to the limit. I don't have much else other than AOF Mountains when it comes to Textures. And HD Terrain.

 

What intrigues me more is in Bruma, for example, in Pale Pass, there is one medium sized room with an open flame. FPS drops to 40. And after that room is a massive chamber with several bandits. Zero performance issues there. It makes no sense. Same with when i'm in Skyrim. certain outdoor areas, even indoor ones, just as I mentioned with Bruma. The part about Bruma for example being too much for the game engine I can understand ,that's rationalized. But these instances where I get FPS drops in arbitrary areas that have no clear taxing assets on-screen and are otherwise very run-of-the-mill. It just makes me question if the game just likes trolling me and being sadistic.
