Bruma Performance still a mystery

I can, err... somehow live with crap FPS and some stuttering inside the city walls. But then I go outside, and DING, DING, DING! I find a NEW AREA where FPS is garbage. I go on the road leading to Applewatch, or the signpost where it says Applewatch. And i'm getting about 30 FPS. I still can't connect what causes these issues. At this point, I don't even want to discuss hardware. If someone credible could give me a rationalization as to why performance is crap in this mod, i'll leave it be, and stop playing this game altogether. I've got a 4GB 960 that goes all the way to 1342 core clock can push ITSELF further thanks to great cooling and low temperatures inside my case. I feel like this game is trolling me at this point. Oddly enough I ran into an issue with New Vegas just the other day, same thing. Inexplicable low FPS in ONE specific area after modding. I install the "Stutter Remover" in DESPERATION, and I didn't think it would do anything, honestly. I thought it was just more GameBryo, mathematical IMPRECISION. And I literally have perfect performance now. Does such a thing exist for Skyrim?

 

I've removed my HiRes packs. No performance change. I DID remove SFO and left a message in the comments section of the mod about this. I didn't think it interacted with mods at all. It adds A LOT of grass to Bruma's inner walls. In certain places. And using Grass On Steroids does nothing. I have my iMinGrassSize setting all the way to 140-150. It didn't help much. But removing the mod gave me another 10 FPS around the Applewatch road/wherever it was. The grass is simply massive. No other way to describe it. And there's a lot of it. Last time I complained of crap performance, someone told me in their educated opinion, it sounded like I was running into VRAM issues. But I removed some texture mods with Z-E-R-O performance changes.

Then (or first, whatever) get rid of the H-Res Texture packs and get this:

The amount of memory improvement should pick your fps up to something resembling normal.

It didn't seem to do anything. I even went back to Skyrim and on the road between Kynsegrove and Narzulbur, I go down to 40 FPS. I removed SFO with minimal differences in FPS. I got rid of Immersive Roads, same thing. Then I got rid of Skysight. It bumped it up by about 10 FPS up to 50. When I turn around and look towards Raldbthur or whatever the hell it's called on the mountain, I get around 47 FPS.

 

This game really makes no sense to me. I just played Fallout 4 and in the worst case scenario when looking at objects drawn in the distance it's like... what? 60 FPS? It's whatever the hell I want it to be. Because changing settings in that game actually makes a difference.

 

EDIT: Can confirm, Gamebryo/Bethesda/Skyrim phuckery at its best. Changed to 1280 x 720 from 1440p with no difference in performance...
