Changed Pop-up Window Size?

I noticed recently that when I add comments, I now have to scroll the window down a tad bit to see the submit button.

 

I am fairly certain this did not used to be this way but then again, I am an old senile fart.

 

Here is what I see when various pop ups are displayed using Firefox 3.0.0.4:
