Is it possible to permanently change item (w/o CE)?

Hello Guys,

I am trying to figure out way to modify Ring of Steel protection +3 to make it buff +40% instead of +17% (reason is annoying NG+7 one-two shots even with tank set).

Is there a way to permanently change this certain ring with some program in files?

or the only way would be to turn on cheat engine everytime you start the game? because I dont really wanna bother turning on CE everytime I play the game.
