The master is listed After the dependants in your load order
Are you using f4se? If so, then you also need to be using this - https://www.nexusmods.com/fallout4/mods/42497 to bypass the header version check that the latest versions of the game uses that borks with older mods.
Try removing the ultrahighresolution pack from your data folder, and remove it from your load order. Bethesda doesn't know how to give their dev's a chance to do hi-rez properly. (for real, the nexus has MUCH better packs, that are actually Optimized properly for game play)
you set your .ini files up for modding, by doing the invalidation edit?

Alright, so that sort of worked, I installed the mod and deleted the DLC High Resolution Texture pack form my data folder. I was able to actually get into vault 111 and complete the loop, but as the game was loading me to the surface, there was a CTD. I really don't know how else this would happen, but if you have any more suggestions, please tell them to me, I am fully willing to listen.

heyas Kaizer.

There's another thing that has been causing a lot of problems here lately for some people, and it's F4se. Give this a try. Make a backup copy of your F4SE folder, located in your game's data folder. Store it to another place on your computer where you can get to it easily.

Then delete the folder that is still remaining in your data folder.

Run the game thru F4se, and make sure that you have it set to run as administrator.

Load a game, then exit the game through the game menu.

One at a time, add the mods back into the F4se folder in your data folder, and restart thru f4se.

I'm really Not Sure why this works. But from the thread about it, it really is taking care of the problem of the CTD's for some folks. It may help out in your case too.

Okay, the problem seems to be Mod Organizer 2, I just launched F4SE_Launcher as administrator through the game directory and have had no crashes at all, though, since I used MO2, none of my mods were in the game, but still I had no crashes at all and it was completely stable. Idk what MO2's problem is, but I wish I could fix it.

WOOHOO!!!

That's great news! I'm really glad to hear that!

You might give this a try. It's a very, very basic program for setting which of the esp, esm, and esl mods that are in your data folder are active, or not active.

https://www.nexusmods.com/fallout4/mods/13671

I used it for a while, after I got fed up with NMM, but I hate Bethesda's in game mod management system, where you have to wait for the menu listing to highlight, then wait for it to initialize, then it wants you to sign in, (even tho you don't have to, just for load order) yada yada yada.

Like I said, this prog is really, really basic. It pretty much only does ONE thing.

But hopefully, it won't give you the kinds of trouble that you, and appearantly, a bunch of other people are having.

On that note.

I honestly dunno if it's MO2's fault or not. The first person that I saw with this problem, was posting about it in the Vortex forums.

I dunno if the folks at Bethesda changed something in the November updates, that the folks who program the managers aren't aware of, or what.

Like I said tho, really glad that ya got her working again!
