FNV/LOOT ERROR: "This plugin requires "FalloutNV.esm" to be active, but it is inactive."

LOOT gives me the error "This plugin requires "FalloutNV.esm" to be active, but it is inactive." I've tried validating files, disabling mods, reinstalling vortex and loot, and manually setting FalloutNV.esm to not read only. I've googled this error and nothing of use comes up. Any and all help is greatly appreciated!

Vortex currently doesn't write FalloutNV.esm to plugins.txt which seems to confuse LOOT, however the game loads the main game esm automatically.

To my knowledge, listing falloutnv.esm in plugins.txt is not necessary. To my knowledge LOOT is incorrect here making a fuzz over it. To my knowledge you can just ignore it.

 

If this is incorrect, please provide evidence, otherwise please just ignore it until the next release.
