What are these odd shadows?

Hi,

after a complete mess up of my skyrim I decided to start from scratch.

 

After the reinstall I did my usual .ini tweaks[1] and noticed some odd shadow behavior I haven't noticed before.

 

The first screenshot is with my .ini tweaks, notice the stripes on the small snow mound in the center.

If I move the cursor down so the snow mound is at the top of my screen the lines disappear, if I reverse it so its on the bottom of the screen they don't.

When I revert the .ini tweaks back to default, the problem is still there, but just blurred. I know this is caused by default iShadowMapResolution values.

What are these lines and can they be fixed?

They kind of have to since I can't remember seeing them before. :D

 

Only mods loaded is Simple Borderless Window, SKSE and Immersive HUD.
