A new race idea of the Ra'zac from Christopher Paolini's Eragon.

A description of them is here:

I think a Ra'zac race would be a great addition to the game. They would live like vampires, their powers extreme to no end but intermittent, and have great weaknesses to sunlight. They could have huge demoralize (like up to level 100, so the stupid spell always works, what's the point of having a level 12 demoralize spell when ur level 45 and all the npcs are one level above you) and frenzy, other spells to mess with ppl's heads (maybe a conflagration spell), except if they're used, to be used not as spells because Ra'zac aren't magical, just terrifying and manipulative. When the creature's attributes are peaked, their acrobatics should increase to monumental amounts, and their strength somewhat, as well as speed. They should have no magicka bar (it should be constantly drained or something), though, and should have an unlimited effect of restore health 1 or 2 points on self (maybe this weakens when their powers are used up.) Maybe their powers are weakened due to loss of fatigue, maybe the fatigue bar goes down extremely slowly over oblivion-time hours and doesn't increase until rest (for about 7 hours) or maybe the attributes are drained by an internal sleepy mod (either way, same effect) Every time these creatures lose their powers then rest, level up, for Ra'zac are constantly increasing their strength. By the time they level up high enough, They should transform into flying Lethrblaka (if this is possible). Seeing as they have no Magicka abilities, those skills should all be taken down to 0 and their combat skills should be given a good boost.

The race should be based off of the description based on the story, not on the videogame or movie interpretation of it.

Yeah... I tried to start modding it but idk poo about how to mod so that was definitely unsuccesful...

Yeah I guess I'll try to get more info up... though I could only find that one picture (the rest were crappy Eragon videogame pics)

My suggestion: if you've read Eragon, and preferrably all the books (I've only read the first one) that would be helpful.

That's another link. Apparently they have the ability to paralyze humans with their breath, and they carry some sort of oil called seithr oil which they use to kill. Another interesting thing is that it says they were "warded by Galbatorix's spells" which could be applied as a greater power of some sort. Seithr oil could imply they have good alchemy skill and be able to make a deadly potion. Idk if this could be done, but maybe the paralyze ability could just be the way it is: the Ra'zac have some sort of creepy breathing sound effect when u press a certain button, and then it paralyzes everyone within a certain radius (cuz it certainly would look hypocritical and cheap if they just cast a spell) and that would also be a greater power? maybe it could replace the "cast" function but I think it would be better if it just downed your fatigue. As you level, the paralyze ability should get stronger and with a wider radius, as fatigue increases too. I think some sort of a spirit should be summoned to protect them with Galbatorix's greater power, like a giant wraith or something. Also, Ra'zac should specialize in Hand-to-Hand for combat.

It also says that when they hit age 20, they transform into giant dark dragon-like lethrblaka (the last wiki said they were more like pterodactyls) and the main issue with this is that that's around the lowest age you can have (probably) in the game (though it leaves you to guess on that) Maybe that could just make Lethrblaka another greater power, then you can always hide ur identity.
