Steam Stopped New Plugin Loads

I cannot get newly installed/edited esp files to load in-game after I received a message that stated something roughly like "Steam was unable to complete cloud synchronization so i'm gonna mess with your files". It happened when I temporarily went offline to link up to another cpu, in which time I decided to make a few edits to a couple of plugins in the CK - which is when the message first popped up. I ignored it thinking it wouldn't affect anything but clearly I was wrong  I then checked to see if the same message would appear at launcher which it did.

I went back online hoping everything would go back to normal but no, I was given a new window saying to either download or upload files so I chose the latter. Now when I load my save game I can play the mods that were present before all this but not the ones I installed after.

I have done a bit of googling, following similar troubleshooting guides so here is what I tried but didn't fix the issue,

- Lowered the UAC temporarily

- Unchecked 'read only' for essential folders, click apply, loaded the game, didn't do anything and the 'read only' is checked again

- Disabld cloud sync through the steam settings interface

Can anybody help me out without suggesting moving everything to another location?

OK so I tried making a new save, now when I load the launcher I get this

Obviously it's not from another computer and tried it a few times, will this go after playing for a while or do I need to do something manually with the sync?

Thanks steam for making gaming unnecessarily awkward once again.

I've gotten that message frequently since 1.8. I used to get it before 1.6. It's never been a problem for me. I would go ahead and play. Next time I played, Steam would sync my files in the usual way and all was good.

Did you check your appdata for your new esps? You can always add them. Not sure why steam is rejecting them with a lowered UAC and fixing the read only.

I edited about 4 files when I got this, after thoroughly checking them it looks like it was only those that aren't working so i'm guessing I can solve it by using an older version of the esps and re-editing them while synced up.

I might be able to sort it out myself.
