CaptainPatch
I'm pretty certain that this is from a mod, but I couldn't say which one. (I've got about 70 installed.) There's a HUGE "Imperial Ghost Ship" parked in a fog bank NW of Solitude. There's nothing on the map or UI to indicate that it's there until you actually swim out and board the ship. Long story short, when I finally get into the Captain's Cabin, there's a living, breathing Telavanni Magister there, and he's none too happy to have a visitor. I can sneak in and hit him with a Paralysis crossbow bolt so he's stuck in place for @20 seconds. (And then with more Paralysis Poison whenever he starts to revive.) Then I pour Dwarven bolts into him using my Enhanced Dwarven Crossbow (Legendary), each bolt doing 350+ hit points, minimum. (More for Criticals.) But 50 bolts fired at pointblank (= no misses) has barely scratched his Health meter. Anybody know what the trick is to take out this guy?

WatchMeGoing
It wasn't in my game, so I decided to do a google search. First hit was somebody on the steam forums with the same "problem". Mystery was also solved. It's part of this mod:http://skyrim.nexusmods.com/mods/13558 Tip: Read mod descriptions before installing them.Tip 2: Google is your friend. CaptainPatch
Thanks for the lead and the tip! Still doesn't give me a clue about why the Magister isn't affected by physical damage or Shouts, or how he can be defeated. I've got to wonder what the mod-maker was thinking when he created an invincible opponent.

CaptainPatch
_300_ crossbow bolts, doing 350+ hp each. Used Call of Valor; the Sovngarde Hero didn't even scratch him. Did Marked For Death; no effect. Did Ice Form; no effect. Flames; no effect. Fire Breath; no effect. It seems the only thing that does damage to the Magister is the above-and-beyond damage that a Critical hit inflicts. Used up all of my various Paralysis potions to keep him/her (male voice, female underwear) from slinging spells at me, plus a 15% chance of inflicting an Archery paralysis. It's a good thing I had been carrying LOTS of x-bow bolts. I only had 21 left when the bastard finally died. And it only took 25 minutes of no-stop loading and firing. CaptainPatch
Was it worth it?Well, there was a _real nice_ Warlock Ring and Robes of the Drake. I think that I appreciated that I recovered nearly 200 bolts from the body even more. (Must have looked like a porcupine.)
