Heres a great mod full of new perks that are integrated into the game.Ultimate perk pack:http://www.fallout3nexus.com/downloads/file.php?id=1409 I haven't made any yet, but I think it's pretty simple. Just use the geck go on perks and click edit on an old perk. Then just edit the effects. Like I said I haven't made any so if I'm wrong just tell me but I think it's as simple as that.
