@DiodeLadder appreciate the pointers.


For Paint.Net which does not have layer masking, the answer seems to be using addons like Paste Alpha for the metalness layer mask. I shall mess about and see what can be made like https://imgur.com/sUqvAux





@pepperman35 that looks really easy to use, but it's another normal map generator like the Gimp/Paint.net plugins

I use Gimp and the dds plugin for it. It has built in normal map tool. For specular you just desaturate to black and white then change brightness and contrast. white areas with shine like metal/wet skin, black will be dull. Export Diffuse texture as BC3. Export normal and specular as BC5. For textures like this that you have, just open with gimp and export them in the correct dds formats. you will need nifskope and material editor also to apply textures to a 3d mesh

I edited the diffuse here as it was originally green, then created the normal map and specular using Gimp. If you want a shiny metal you can also add the environmental mapping flag to material file and use the games own cubemap texture. You can see here that headlights and grill give most reflection while other surfaces are duller.
