Personal opinion: resort to proper order so that esm & esp files have mods in the most correct order for most mods.

It is possible that some mods have the same parents but in a different order. I think this issue will always be present. Might be best to add notes to any affected esm/esp plugins and indicate that user intervention may be required after sorting via BOSS. It could be a general note placed on any esm/esp that has 2+ parents aside from Skyrim.esm

Please explain "proper order". I do not want to assume what you may be thinking. We try to do most correct order already.

What I am asking about is refining that order on esms only. The list I posted on googlecode mirrors the esp groupings for the most part.

Yes, there are quite a few esps and several esms that do have multiple masters. Changing the current order of the esms may affect such mods, but without dl every single mod, there's no way to know which ones beforehand.

Most of the committers do add some sort of note - either one that displays to the user or one that displays when opening the masterlist for editing. But there are a HUGE number of mods with nothing at all. So that doesn't help much.

Please explain "proper order"

As far as I understand it, I did.

resort to proper order so that esm & esp files have mods in the most correct order for most mods.

To state it differently: If more than 50% of mods use a specific order of esm files, then use that order.

However as to the problem you stated (on the google page), looking at the list of ESM files I had no indication as to what used what as a master. Giving specific feedback on specific sets of esm files is impossible with the given information. I'm only concerned about one specific ESM file anyway and as of right now there are no known esm or esp files that utlize it. So moving it, if necessary, is acceptable.

Thank you for your time. I glossed over the highlighted text the first time.

You do see this issue I'm concerned about. As it sits right now, there are (maybe...) 20-30 esms with some note indicating another esm is a master. Out of about 750.

Since there seems to be little interest in this, I'll probably move just the 10 or so esms that I've seen to be widely used to the top of the order and see if anyone squawks about it.
