High prosperity—which happens easily—will always eat away any and all food production, resulting in your garrisoned troops deserting. The paltry bonus of +1 daily food production from Irrigation hardly matters when the consumption of food from high prosperity is -190. Likewise the +2 bonus from diplomacy laws is nothing but a drop in the bucket. There is not much the player can do to ramp up food production, and there is no way to stockpile food from actual food items. A mod that either GREATLY increased the food production values of villages or did away the food consumption from prosperity would solve this problem.
