does anyone know how to generate a specular map for fallout 4 using paint.net?

I need some help badly, bethesda did their secular maps so weird and i cannot find a way to generate a specular map using paint.net. I know it can be done. I just want someone to tell me how so i can generate my (-----------)_s.dds file for the .bgsm file to direct the textures properly. i already have a refined method for the normal maps. but it will not generate sole specular maps. Help Please !!!!!!!!!!!!!!!!!!!!!!!
