But perhaps for RP sake.. you'd have to complete the oasis quests in a good way for oasis.. and then maybe convince them to send out preachers or the such to start "spreading the seed of the glade".. then eventually you'd see trees starting to grow in various places.. and perhaps even re-forest Washington.
