In most games its just a filter placed over the actor's camera. (I don't think an animated version is difficult to create either, like grainy or something.) So, I don't think it would be too complicated in fallout, discounting commands placed in xmls or scripts, whatever. (And obviously, the drawning-out of the filter itself.) Perhaps someone could figure out a way to do this? Maybe even add it to various gear? Anyway, thanx for looking into this and considering it.
