oblivion version question

So I checked out the Gamefly sale, and they have Oblivion GOTY and GOTY Deluxe on sale. But they note that the version they are selling is encrypted, and that anything that modifies the main executive is not supported. So...no mods?

Since I only want to buy Oblivion if I get to use the mods, here is my question: If I get the PC download from Steam, is that going to support mods? Or do I need to buy the physical disk somewhere? Also Is is better to have the GOTY or GOTY deluxe, when looking at modding?

 

I apologize if this is obvious....I read the pinned threads and did a search of the forum and couldn't find the answer. Thanks!

The problem with Gamefly, Direct2 Drive and most other Digital versions of Oblivion is the EXE has the DRM so no OBSE mods will work (OBSE= Oblivion's SKSE) how ever the Steam version WILL work with OBSE, Steam worked with the OBSE team apparently to allow it to function, so basically don't download Oblivion anywhere but from steam. The steam versions(s) have no problem with any mod, including OBSE mods.
