Need help with misbehaving creatures

OK so I am working on a NV version of Monster Wars but after putting together a few I find they are not behaving how they should. These ones were made using C.I.B's resource pack here.

 

I made 2 alien types using the skeletons that came with it, one will only use the alien pistol after trying to give it different one. Is there something in the CK that prevents them from using others? The other one will not use weapons at but rather fight with fists.

 

I made a liberty prime type using a super mutant base and skeleton, I gave it a weapon that came with the pack (a tesla cannon thing) but it equips an incinerator which I haven't given it and I can't see a way it can have it.

 

Has anybody used this resource pack before and are there any known bugs, or is there something about the nifs that somehow hard-codes actor behaviour?

 

EDIT: Just tried giving the fist fighting alien the LaserCommanderWeaponsList who would equip the laser pistol, still doesn't explain why he wouldn't use any others though
