Now (after patch), Imperial Shrines restore all skills that have been damaged, and the sword no longer damages armour skills (it is now Drain). Peregrine
Which is exactly what he wants. He's got armor as a leveling skill(s) and he wants to lower them so he can train them back up and gain more levels.
Malchik
To raise levels over 100 it is easier to use the 'glitch' with a fortified item for any one of your major/minor skills and the relevant master trainer. This is extensively described elsewhere in the forums.

Here is my story=I was walking around shooting cliffracers with my bow and wearing the sanguine belt that fortifies marksman. THen all of the sudden after i killed a cliff racer it said "marksman increased to 101". I didnt really know what to think. :D THE END :D
Malchik
Er - no. The text always says your skill is increased to 100 but it still counts towards your levelling. After 10 trainings you go up a level. There is no upper limit AFAIK. Saldrex was at level 500 last time he posted, maybe he's level 5000 now!
the_ragnarok702
that also happened to me my armorer skill (which is one of my minor skills) was lvl 100 and i read a book that trains armorer and it said armorer increased to 100 sure enough 1 more had been added to my lvl bar.
