Steam seams to be overwriting the modded .exe?

Sorry if this has been brought up before but I haven't been able to find it.

 

I've tried installing a mod from the files section, I follow the instructions however when I try to play XCOM Steam always seems to 'install' the program, which I have a feeling is Steam overwritting the modded .exe (if its more than the EXE sorry for the assumption). Is there a way to prevent this?

I've just finished modded normal ironman with Steam in online mode and without blocking anything in firewall or putting Firaxis into hosts file. No problem. Even got an achievement for taking Zhang into the final mission.

 

Playthrough setup:

  • Modded UPKs (equal gender ratio, selective recruitment, friendly fire, customizable Zhang, restart mission in pause menu, selling more items)
  • Modded DefaultGameCore.ini (labs and workshops minimum 5)
  • Updated hashes and DGC into XComGame.exe

Troubleshooting steps for single player and Steam in online mode:

  • Start Steam, right click on XCOM EU in Library and select Properties, go to Local files tab and click Verify integrity of game cache. This will redownload all modified/missing/corrupted files. Run the game to finish patching process before attempting to mod.
  • If you feel XComGame.exe is being renewed, compare file's time/date after mod attempt with file's time/date after running the game. In most cases, it shouldn't differ.
  • If you mod anything in armor, character or weapon sections of DefaultGameCore.ini (these changes must be updated into XComGame.exe in the end), or language files, block phone home in hosts, not in the firewall.

same. tried installing warspace for the first time. ran in offline mode AND blocked the exe in my firewall. no go.

Afterwards, make sure you follow the install and startup instructions inside the Warspace ReadMe.
