Vortex keeps reverting to Move development instead of staying on hardlink

I keep trying to get hard-link on vortex, but every time I think I have it I go to play the game (in this case Fallout 4) and it reverts back to move development please help me I don't understand what's going on!

Can't help without a log. Are you sure you clicked "Apply" after selecting the deployment method?

 

hardlink deployment may not work if your game is on a fat32/exfat filesystem. Usually Vortex wouldn't offer it as an option in that case though
