DemonLady
Again, tl;dr: I know Skyrim ENB's can kick the living buckfalls out of your PC, but can anyone gimme an opinion o0n the Fallout 3 ENBs? I really want one, they all look incredibly dodgamn [Yes, I'm flipping the letters in curses to be funny. :P I'll edit it if I'm breaking/evading a rule, though, just tell me] amazing, but I'm worried my frames [Whch, at any given time, range from 10 to 23 in pretty packed/resource demanding areas and 25 to 45 in realitively good areas.... The exact opposite of New Vegas, ha.] with try to be like "Shuck this fit," slit their wrists and jump offa bridge... Alright alright, seriously now. Do the ENBs impact performence much, if at all, and if not much, what do you guys reccomend?

Aanikron
Well, all I can say is that yes, ENBs tend to have a noticeable impact on performance, generally speaking. However, they are customizable (you can turn off features you don't want yourself by editing a text file). In many cases the author of a specific ENB preset will provide a "performance version" as an option. Try this one and see if you like it and how it affects your framerates: http://fallout3.nexusmods.com/mods/18107. I haven't yet but when I find time to start my new playthrough I'm going to try that one. Looks really good to me. And if you need more specific ENB help, you can also ask directly on the official ENB forum here.
Balrahn
Any ENB will eat up FPS if you aren't running on a up-to-date graphics card. Like Aanikron mentioned. Most authors will provide a stability (optional) version since not everyone runs on a powerful rig. Also providing optional settings suggestions so your FPS doesn't drop. ENBs generally will drop frame rates down by 5-10 for the most occasion. As far as suggestions. As I tell anyone who asks which is better. It all depends your taste. I don't consider any ENB any better than any other. It just depends what kind of atmospheric feel you are into. Just type in ENB in the search bar and you should see them. I am currently using The ENB of the Apocalypse. You can check out some of my images here: http://www.flickr.com/photos/venominjection/ and see some of my game play screenshots. I have SweetFX turned off. Not by choice, but, because I just never ticked it ON. Or at least I think i do... Either way I like the setup I currently have.
