Fallout Creature Cages Mod?

Is it possible for anyone to make something like "Cages overhaul" by 3lric on PS4 and Xbox 1 for nexus? I personally enjoy making arenas and having settlers or different types of beast fight for my amusement. I feel someone out there could make a really high quality Creature Cage mod that add creatures from Nuka-World, Far Harbor, and accessibility for other modders to add their creations to cages as well. I've literally been looking for about two weeks (date of this post as last day {6/12/2020}) and I cant find a mod that adds all the creatures to the cage system. If its possible on PS4 and Xbox 1 I believe its not impossible to make happen on PC. I have no clue how to mod or id make it myself. The only ones there seem to be are Far harbor only. If this could happen I would be very grateful.

The only source for console mods is Bethesda.net. So far, Nexus cannot host any console mods.

Yeah I know that and i think it was misunderstood due me wording it awkwardly but I was giving a console mod as an example and in a way asking why something like that isn't on PC yet lol. I started to play on computer 2 months ago and was kinda shocked that a mod like that is only on console and somehow isn't on PC. you'd imagine something like that would exist on nexus for PC players. Sorry for the confusion.
