"unknown type" error with getini console command

For some reason, whenever I try to use getini or setini with "ugridstoload:general" it responds with the 'unknown type' error. I can use getini just fine with other settings (both in the general and other section). I've tried it with other settings in the general section that appear before the ugrids line, and ones that appear after it.

I did have a problem initially with not being able to type in the quote character, but solved that with the 'disable ehome infrared receiver' trick.

Can somebody give me some idea of what's happening here? I've searched the web, but couldn't find any answers, and only a couple of other people that have had this problem (none of whom got answers, either).

what I've tried:

variations in capitalization, (all lower case, exact casing from generated ini file, all uppercase, all uppercase with a lower-case u, etc.) these just produced more 'unknown type' errors

using a semi-colon instead of a regular colon

splitting ugridstoload and general into separate sets of quotes

"ugridstoload" by itself (with the quotes, of course)

"general" byitself

reinstalling skyrim
