Is it possible to make it so that something like a tattoo mod will only alter my characters skin and no one else in game will have it?

 

If so can someone explain how? Please and thank you :)

One option:

Install Realistic Body System. It customizes the NPCs to be different from the player so that you can keep the original playable races and not have some of the problems that plague custom races. You'd be able to apply whatever changes to the races that you want and it would then only affect your character.

It is CBBE based in body style, but since it doesn't affect what your character's body is you could have a different body say UNP or something else.

 

Another option:

Use one of the many custom races.

 

I'm sure there are many other solutions out there too. This has been one of the #1 things that people have wanted to do so lots of attempts and ideas are out there.

I think you're talking about PC Exclusive Animation Path?

But it's more of custom race exclusive unless you want all other npc of your vanilla race to have the same animation.

(Still decent though, especially if you play as a Khajiit)

Player exclusive Armor Path

-Your toon gets to wear custom Vanilla armors but the normal characters wear normal vanilla armors.

-Use this so when you wear Steel armor it looks like your favorite mod, or any Vanilla armor looks like the armor you picked

-Dificulty Normal but time intensive, has a great how to guide
