ENB causing blurry faces/lost of face detail not DoF related

For some reason my character at certain angles or lighting seems to cause the character's face to become blurry or lost of detail. Almost to where I want to say it's giving me a brown face but all my textures check out as I just use vanilla size for the face and if I disable the ENB effect the problem goes away. Cause I've used PRC Ultimate Immersion in the past and never had this issue. Even encountered this issue on Film Workshop ENB as well. So something has to be wrong on my end. Has anyone run into this issue? Can anyone give me advice please?
