Xaranth
Make sure it's not just visual by checking the actual number under the stats section of the Pip Boy. Record your current experience count and then do something to increase it, then check again. If you're really not gaining experience, post your mod list. Well, I did get exp actually for killing a coyote. I noticed on my pipboy that I got the 2 xp points. But the damn bar still won't move... Xaranth
If the bar's not moving, the increment is probably just too small for you to notice. Depending on your resolution vs. xptonextlevel, it might actually NOT move because the scale is such that the increase you got is smaller than a pixel. DizzasterJuice
What level are you now? There is a level cap at 30 but each of the add ons adds an additional 5 levels. There are also mods that remove/extend the cap.

dubiousintent
The XP bar is a representation of how much proportional progress in experience you have made towards your next "Level" on a fixed length bar. So the more XP required for the next level, the smaller the incremental change of progress on the bar. In the early stages, each kill is likely to cause visible progress, while in later levels it will take many kills. See the "Level" page to get an idea of how much difference in points are needed for each level. The key point is, as long as the XP in the Stats page is correct, the bar doesn't matter. And unless you have a mod which raises the max for the game, you are "level capped" depending upon how many of the DLC you have installed. Note if you are using any sort of HUD mod other than vanilla, you will have to consult that mod description, comments, or author to determine how it's representation may differ. -Dubious-
