dubiousintent
Presumably you know that when you say "the main menu" and "loading screen" you are only referring to the background image. (The menus are overlaid and come from XML files.) The "screens" are just DDS image files, saved in DXT1 format. There are a number of mods with custom screens you can use as examples. A quick web search turned up three video tutorials: * GECK Tutorial: Custom Loading Screens (19:31) by gerokeymaster.* Fallout New Vegas: How to customize Loading Screens & Main Menu Music (7:11) by Shadow Raven.* New Vegas 2017 Mod Guide Part 7: PipGirl & Loading Screens (7:27) by GamePoop. -Dubious-

From the description:Empty template to "add" your own load screens. Not a replacer, nor a wallpaper collection. Simple step by step tutorials for how to do things are in the description. Optional example images provided. This mod will let you "add" (not replace) up to 1,199 additional loadscreens for you to personalize your loading experience. -Dubious-
