Skyrim thinks I'm a werewolf (?)

All guards on all holds attack me on sight, except on Solstheim, only the hunters attack me there and the Redoran guards are chill. Wolves don't attack me, I have no bounty on any hold and I can't communicate with any of them. If I attack a citizen I gain bounty and can get arrested, but when I go to jail the guards start attacking me there too. I can talk with people and do civilians' quests with no problem but I can't start the civil war quest. I have NOT started the companion's quest line, this bug/glitch or whatever started randomly after I left the Eldergleam Sanctuary and botched THE WHOLE GAME. I started a new character thinking my save file was done for but no, I was immediately attack on sight on the new save too. I've given myself a bounty through console commands, I've sent myself to jail through CC, I checked the integrity of the files on steam, I have done this thing that I found on steam too (despite the fact that I was never a werewolf in the first place):

1. player.setstage F6090 0
2. Save the game
3. Quit to main menu
4. Load the game you just saved
5. player.setstage F6090 100
6. set P layerIsWerewolf to 0

I disabled all my mods, uninstalled and downloaded the game again to no avail and basically I'm losing my freaking mind. Please help me I'm actually about to cry. I don't think it's any of the mods because I played for months normally and it happened randomly, just today I installed 2 new mods thinking the game was gonna be fixed after I uninstalled it but nope.

The game was botched before I installed those, the ones I installed are The Tale of Tsatampra Xiros and Cheesemod for everyone anyway
