Third Person Camera Mod

Hi guys I have a question fot you to ask...

 

I am sure I have seen videos recorded in Third Person Perspective but the difference of this is that the character could run to to camera, not like running backwards, forward to the cammera...

 

Could any one please tell me if is this a mod and tellme the name or give me the link or its just other stuff..

I wish there was a mod that could do that. Those authors are most likely using the console command Animcam.
