Can't install any settlement mods

So I've gotten pretty far into a reinstall of my Fallout 4 and I'm attempting to install a few settlement mods into my game. Well for some reason every time I do every time the Creation Club and Mods options in my main menu come up the game crashes. 100% of the time. I'm at a loss as to why this happens or what the cause is because up to this point nothing that crashed my game quite like this. Whether it's homemaker, SOE, CWSS, RHD, Workshop Rearranged, anything my game will crash maybe a second after the creation club/mod option shows up. I'm using dummy files for all the CC content I don't have so Creation club delay and the VIS-G patches worked. Along with merging alot of my mods together. It has worked fine right up until this point and I don't know how to fix this because I have no clue as to what is causing it. These are the only mods I have making this happen.5

So correction to this, I can't install any new mods without this happening, big small or otherwise. I don't know why at all. I may as well ask the other question that led to this anyway. This is the second time I've attempted to reinstall my mods for Fallout 4 this time around. I came back to it after a long time but this time around I've run into this particular problem now both times. So I'll get pretty far into my modding and all of a sudden something happens where I can't install any new mods and some kind of crash happens. Last time, every time I attempted to install anything the game would CTD on start. This time the game starts but crashes when, I'm completely guessing here, certain parts of my game load. The question I'm running into now is something I've never ran into while modding any bethesda title until now. Is there some kind of mod limit outside of the plugin count. I'm convinced there has to be because I started from scratch both times and both times this has happened. I don't know what to do and I'm pretty much at my wits end.
