Fallout new vegas Heavyweight perk to fallout 4?

I surprised that no one decide bring famous perk from fallout new Vegas called " Heavyweight." but where put it in perk tree? well, what about add it to gun nut, science and blacksmith perks for weapons? that way we can bring the fat man, missile launcher, and some over weight ballistic/ energy weapon and melee weapon too. And If someone want add is armorer for armor too. What do someone who read here think?

You cannot port assets between Bethesda games. It is against the End Users License Agreement (EULA).

 

It is also against Nexus Mods to allow assets from one game to be ported to another without the consent of the authors.

 

Bethesda Softworks has stated that it does not allow parts of any of it's games to be ported to any of it's other games.

Last time I checked, Perks didn't contain any kind of assets. They are just forms in a plugin, with a bunch of settings or magic effects. I could be wrong, but I don't think you can port anything regarding perks, even if you wanted to. So you will have no choice, but to create it from scratch. Sadly, for perks or magic effects I can't find any setting/property that would affect the weight of weapons. The weight of weapons can be changed from modifications at the weapons bench. Such modification will require editing the vanilla weapon forms, which will create conflicts with mods. Speaking of mods, modded weapons will not be affected, unless their forms are also edited to have the same attach point keyword. Perks can affect the armor's weight. However, I don't know if there is a condition, that checks if the armor weight is above certain value. Again, the weight here can be adjusted similarly, at the armor workbench. Armors already have Ultra-Light Build lining mod. In conclusion, its a nice idea, but it might be difficult or impossible to accomplish. Plus there are other ways to deal with the equippable item's weight - like the ones I mentioned or through increasing the player's carry weight.

Recently I've been spending some time, checking perks and magic effects. I'm far from knowing all the ins and outs. I'm just sharing my observations and opinion. Sorry, didn't mean to be rude or discouraging. The request isn't going anywhere, it's still open. There is possibility someone gets interested in this.

Maybe I wasn't clear. You cannot port any part of any Bethesda game to another game, regardless of the publisher of the other game. Bethesda does not allow it.

Indeed you can not port anything from one game to another but making a perk with the same name and effects isn't porting, it's more like reimplementing. Porting a perk would be more like straight up copying it from the NV geck to the CK with ctrl+c ctrl+v but that's impossible.
