Lets be honest, unless there was some giant nuclear spill up river the water shouldn't be radioactive. Water is actually one of the best mediums for getting rid of radioactivity. Any nuclear fallout in the rivers would have long washed into the Atlantic Ocean. Also, the DC area is naturally a giant swamp. It makes sense to have California be a giant radioactive wasteland 80-120 years after the bombs... its a giant wasteland now, just add radiation. Washington? As radioactive marshland full of grotesque mutated crimes against both man and god, yes. As radioactive desert, it just doesn't make sense.
