When the area your character is in becomes transparant you've run out of resources too load everything into the game.

Ussually this behavior is not seen, because it most likely will just CTD.

This can also be an issue with a FUBAR mesh but that's really really rare.

As I cannot see too many intense scripting mods in your load order, I can't pin it to those.

However your line up is not really mainstream.

Your using a number of obscure mods I've never bothered trying.

BTW RLO is now at version 4

Ps

Back to your problem

Most likely your running too much in the way of Textures, so your Video card couldn't keep up or your hardrive couldn't retrieve the texture files fast enough for the video card.

Most likely culprit I'd say is the Hard Drive.

Try a Defrag and clean disk procedure.

Also try Optimizer Textures

Its a program here on Nexus

http://skyrim.nexusmods.com/mods/12801

Defrag your Hard Drive.

go to the windows explorer and right click on the C:\

select properties and check around for Defrag or clean disk

Use Google for better instructions, be careful to make sure your getting the right instructions for your Operating System.

If your haveing a problem with "seeing underwater"

You have an issue, likely out of date game or a bad mod.

Downloading another mod to fix a problem cuased by a mod is bad practice and even worse advice sorry.
