Skin tone color selector (if possible?)

I was wondering if it was at all possible to enable a way to choose a player skin tone from a color wheel/hex value/etc. I have seen mods from Skyrim enable this, but I'm not sure if it is possible in Oblivion. If not, or if a mod like this already exists somewhere and I missed it, please let me know.
