rlavlfwo0911
When I play fallout 4 my playthrough is fairly long so I often experience severe bullet sponge. To fix that I have installed a mod modifies health scaling but it wasn't good enough for me and caused another problems because the game is designed based on that ridiculous amounts of health. So I'm just gonna make level cap. But I'm not sure what level is the best choice for this because some enemies and events including from mods appear after playable character reaches certain amounts of level. What do you think is the best level for this?
Handy6373
I use a mod by SKK50 that can change how much xp you receive all the way down to 0. That mod also can alter your outgoing and incoming dmg. I only use it to stop leveling up and use cheat terminal to set my characters level and then add the perks I want. I too was tired of bullet spongy enemies so this is how I get around it. I find for me mid 20's to be low enough to not get into the spongyness yet still get around well. I will add that I use mods to get ballistic weave without the RR and slightly op guns. But the dlc's start somewhere 30-40 and if you are not cheating it may be very hard to get through them at 25ish. I'm thinking I read that 50 was where the next level of enemy got tougher then 80 but I'm not too sure on that. Also some legendary effects don't enter the spawn list until you hit certain levels. Another note is I play on easy so if you play on hard/survival that would change how you approach this level wise.
Zorkaz
If you play Survival mode there are some good mods out there that deliver "Fair" damage on both sides. Only when you get around 70 and have really good weapons it becomes easier
