kehpolski
The save without mods still has the info the effect is on.It could be a mod was written wrong and accidently set to always stay on.Only way is to use a save right before it happened, which you mighta overwrote with the autosaves going in and outta places. The tutorial at top of forum for removing spell effects don't work either?I can go back 9 or 10 levels to a previous save. But then i have to redo the dragonborn quests and some other couple of things. Even though the post at the top is very usefull to some people i cant seem to find a solution for my bug. 9439
wondering if you're using Frosfall or realistics deseases, frostfall make your screen edge blurring if you're "very cold"
garharman
If you agree to allow Brelyna at the College of Winterhold to test one of spells on you the edges of the screen will stay blurred until the spell wears off after a few game hours pass. This is what had me confused. By the time I played the game again I had forgotten that I allowed her to test her spell.
Blatnojj
I know this is an old thread, but I had the same problem and solved it myself. I just used the zoom ability with my bow and shooted an arrow. That´s it. The blur was gone. I hope this will be useful to someone :)

Bugnexus7
A save created while zoomed in via the Eagle Eye perk will retain the effect, but not the actual zoom. As Blatnojj pointed out, simply using the effect again will cancel it when you fire or release the zoom. To avoid this, simply don't save while zoomed. If you're using an Auto-Save mod, make sure you disable saving while a weapon is drawn. For the mod I am using, this toggle was included specifically to prevent this bug.
