As for player, it should be pretty simple, just reverse an Unstoppable Force perk and make a Begin GameMode quest for it to be added. But what about NPC? Adding perks to them does nothing as far as I know?

You are correct that NPCs (at least those who are not "companions") cannot be given "perks". AFAIK, the best you can do is give them a "token" (an invisible, unwearable item) or piece of equipment which has an "object effect script" to provide the equivalent "spell".

 

There is a mod called "Blocking Prevents All Melee Damage 100 Percent Parry" you might examine to see how something similar was implemented.
