Mod Load Order Help

Hey everyone,

FIrst time posting in this forum so sorry if this is in the wrong place, please delete if this kind of thing isn't allowed.

I have been modding Fallout, Skyrim, Oblivion etc for years, I started modding back in 2006 so I would say I have a good understanding of how to install mods but I wouldn't say I am great at it.

I'm having issues modding Fallout 4 and have never had an issue like I am having now where when I start F4SE the application opens the game, but then that's where it stops, there is no CTD, it's just a black screen with the windows loading circle just spinning. About 90% of the time, if I click anywhere on the screen it turns white and says it is not responding, other times it just doesn't react and stays on the black screen.

I have gone through my mods list and cannot see anything that would conflict and LOOT also doesn't show any messages relating to this, I have (I believe I do anyway) all patches to ensure mod incompatabilities are avoided, and Vortex doesn't show any missing masters, I have also cleaned all dirty mods and sorted everything.

I do believe I have quite a few mods so it could be the sheer amount of mods? It says I have 260 plugins but over 50 of those are light plugins (ESL's) and it is possible I am missing something quite obvious so sorry if this is the case.

I don't want to come across as being lazy because I am honestly not, I have tried looking through the load order and changing it around, disabling mods that I think may be the problems and then trying the 50/50 method, I have also looked up guides etc online, but as mentioned when I disable all mods it still has the above issue, but prior to installing ANY mods, I testing it by re-installing the base game and it starts just fine. It is only when I finish installing mods do I have issues.

I have posted my load order below, if someone could kindly have a look at it, I know it's a big ask, but I would really appreciate it and it would help me understand where I have gone wrong so I can avoid it in the future. Thank you :)

You are exceeding the amount of files you can have in the game. I believe that all the #254s you have indicates this.

So the issue could stem from the mods that have 254 by them? I'll try going through and disabling these. I re-call having issues with mods like the city planning pack previously but wasn't sure, I'll give it a go, thank you :)

disable the smaller mods you could live without is a good start too

when a game loads so many files all at once Ive noticed most mods dont even start up or actually work and it goes unnoticed , I would combined plugins with FOedit or just get rid of mods you havent even used in a long time or played with in game .. apart from that it could actually be your cpu memory maxing out as soon as the game loads which is what it actually sounds like to me besides the massive load order , have your task manager up and moniter your cpu and memory when you start the game and see if it maxs out to 100 % as the game tries to start .

when a game loads so many files all at once Ive noticed most mods dont even start up or actually work and it goes unnoticed , I would combined plugins with FOedit or just get rid of mods you havent even used in a long time or played with in game .. apart from that it could actually be your cpu memory maxing out as soon as the game loads which is what it actually sounds like to me besides the massive load order , have your task manager up and moniter your cpu and memory when you start the game and see if it maxs out to 100 % as the game tries to start .

It could be that there are so many files like you said because most of the mods above I have used and haven't had this issue and there are many mods I figured I would give a try for the first time (the new DLC sized quest mods and locations for example) but it's probably best to stick with what I know. I'll reduce how many mods I have for sure and if that doesn't work I'll have a look at my task manager.
