No matter how many times I edit my comment I always return to the same theory:

the currier is the only one who knows where you are, what you are doing and knows what you have done, he must be the only one in all of Skyrim who knows which shouts you have discovered and which ones you are missing, surely he is the one who helps the Dragonborn.

That poor currier only has one job, giving letters to the Dragonborn, so it's probably a favor so he can keep his job.

I know this is an old thread, but here's my own ideas:

 

It should be noted that the letters are bugged. They're only supposed to trigger when you use shouts in a city, but instead they're sent if you shout near any area with a name, such as the entrance to a dungeon.

 

That said, clearly it must be someone who is only encountered in towns. There's no one npc that exists in all the cities obviously. Most likely the letters are actually being sent by different civilians rather than one individual. The fact that they're all identical doesn't really mean much. Letters from the Jarls are all identical, minus some names changed. Its just a 'feature' of the game. Maybe someone should make a mod that randomizes the text in all these repetitive messages? All the Jarl letters are clearly being written by different people, so then why do they all show the same text minus the relevant names being changed?

That is easily explained. CSS (Courier Services of Skyrim) has a central location where all correspondence goes to first. They use a moveable type printing press to re-write all correspondence before sending them on. This explains why all courier delivered documents appear to be from the same person unless explicitly stated. I am also, pretty sure they have a lucrative side business where they reprint books just to populate bookshelves that have been emptied.
